Formed in London, England, in 1887 by Annie Besant and William Stead for the defense of civil liberties and to assist victims of police brutality. It was a time in Britain when the government of the day, alarmed by symptoms of revolt among the so-called “lower-classes,” used quite brutal methods to enforce law and order. Stead was editor of the periodical The Pall Mall Gazette and the views and work of the League were thus given wide publicity. It faded from view when both its founders became absorbed in other pressing issues.
